Is it possible for me to access my Engineering Email via POP3?
UCSB Connect is the UCSB branded Google Apps Service, so mail is being run via GMail.
GMail does provide POP3 access and the information to set it up is provided here:

NOTE
It is recommended NOT to use POP3, but to use IMAP to access your mail for security reasons.
